As soon as the United States and the whole world are thrown into financial collapse and chaos, the masses of people will look for someone to save them, to pick them up, to restore prosperity. There is only one person who has the stature to take this position. It is the Pope of Rome who commands the respect of all governments, and has already asserted that Jerusalem is to be a place of worship for all nations.

In the fifth century, as the barbarian tribes sacked Rome, creating chaos and disaster, the people looked to the Pope for peace and security. Justinian, emperor of Rome, with a Decretal Letter, placed the scepter of power into the hands of the Pope of Rome. This established Papal Supremacy No. 1, A.D. 538-1798. Again, in the future, in the time of national and world ruin, the scepter of power, seat, and authority will be laid aside by the nations, and placed in the hands of the Pope, so that Papal Supremacy No. 2 will be set up. In reality, "…the dragon gave him power, seat, and great authority." Rev. 13:2.

As the Pope takes his new office as head of the New World Government, there will be legislative action to give him legal power, seat, and authority. (The sign or mark of his authority will be a Universal Sunday Law), and at that time the prophecy of Rev. 13:5 will be fulfilled.

"And there was given him [the Pope backed by all nations] a mouth speaking[Legislating a Worldwide Universal Sunday Law—Decree.] Rev. 13:5.

The Universal (world-wide) Sunday law or Decree (USL) will initiate the sign or "mark of the beast" of Rev. 13:16-18. This fulfillment of prophecy, or this "speaking voice" decree, will begin the 1290 literal days timeline of Dan. 12:11 describing the reign of Papal Supremacy No. 2. The USL will also enable the Papacy to use its power, seat, and authority to persecute seventh-day Sabbath keepers, thus beginning the 1260 literal days timeline of Dan. 12:7
